Position Overview
The Construction Manager is responsible for leading and supervising all on-site civil works, including roads, bridges, underpasses, and utilities diversions within an active urban corridor. The role ensures that construction activities are executed safely, efficiently, and in compliance with approved drawings, specifications, and schedules. Close coordination with engineering, QA/QC, HSE, and planning teams is essential to maintain control of quality, cost, and time objectives.
Key Responsibilities
Construction Management
- Oversee and coordinate day-to-day construction operations across multiple work zones.
- Manage engineers, foremen, and subcontractors to ensure planned targets and productivity levels are achieved.
- Review and validate construction methodologies, work sequences, and temporary works prior to execution.
- Support the Project Manager in planning, resource allocation, and progress monitoring.
Technical Coordination
- Coordinate with the design and technical teams to resolve site-related issues and ensure constructability.
- Review and comment on shop drawings, method statements, and ITPs prior to submission.
- Ensure geometric control, setting-out accuracy, and adherence to design intent.
- Liaise with the QA/QC team to verify compliance with specifications and testing requirements.
Utilities & Diversions
- Supervise the execution of existing utilities protection, relocation, and new utility installation works.
- Coordinate with local authorities (RCRC, NWC, SEC, STC, MOT, etc.) to secure permits and approvals.
- Ensure that utilities interfaces are properly sequenced and integrated with main civil works.
Traffic Management
- Implement approved Temporary Traffic Control Plans ensuring public safety and minimal disruption.
- Coordinate with the project traffic team and relevant authorities for approvals, modifications, and inspections.
- Monitor the setup and maintenance of road diversions, signage, and barriers.
Quality, Safety & Progress Control
- Enforce adherence to project quality and HSE standards across all site activities.
- Monitor progress against the approved baseline and highlight any deviations or potential delays.
- Support the Project Manager in preparing reports, recovery plans, and progress assessments.
- Promote a culture of accountability, teamwork, and continuous improvement among site personnel.
Qualifications & Skills
- Bachelor’s degree in civil engineering (Master’s preferred).
- Minimum 15 years of experience in infrastructure construction (roads, bridges, tunnels, utilities).
- Proven ability to manage multi-disciplinary site teams on complex urban projects.
- Strong understanding of civil works sequencing, utilities coordination, and traffic management principles.
- Knowledge of local authority standards and permitting procedures (RCRC, MOT, NWC, etc.).
- Excellent leadership, communication, and organizational skills.
- Proficiency in MS Office and project management tools (Primavera, MS Project).
- Fluent in English; Arabic is an advantage.
